The Cabinet Secretariat is pleased to announce the availability of two lateral transfer positions for the role of Senior Planning Officer / Planning Officer / Assistant Planning Officer. This is an excellent opportunity for experienced civil servants working under the Administrative Services Super Structure to contribute meaningfully to national development through strategic planning roles in Dzongkhags.

These positions are to be placed at the Policy and Planning Division (PPD) in two separate Dzongkhags: Punakha and Pemagatshel. Candidates selected will play a key role in supporting local governance through planning, budgeting, monitoring, and evaluation of government programs.


Position Details

The roles are open to in-service civil servants through lateral transfer and are classified under Position Levels P3 to P5, depending on the candidate’s current grade and experience. The minimum educational qualification required is a Bachelor’s Degree from a recognized institution.

There is one vacancy each for the Punakha Dzongkhag and the Pemagatshel Dzongkhag. Successful candidates will be placed under the Planning, Programs, and Events job sector and will be directly involved in regional planning and development coordination activities.


Key Responsibilities

As part of the Policy and Planning Division, selected officers will:

  • Coordinate and oversee the implementation of national development plans at the Dzongkhag level
  • Contribute to the formulation of Annual and Five-Year Plans
  • Conduct research and data analysis for planning and policy formulation
  • Monitor and evaluate program performance and prepare regular reports
  • Engage with line ministries, local governance bodies, and other stakeholders
  • Support budget planning, forecasting, and prioritization
  • Draft policy briefs, concept notes, and reports to inform strategic decisions

Depending on their appointment level (Senior Planning Officer, Planning Officer, or Assistant Planning Officer), the depth of responsibility and leadership expectations will vary.


Eligibility Criteria

These positions are open only to in-service civil servants falling under the Administrative Services Super Structure. Interested candidates must:

  • Hold a valid Bachelor’s Degree
  • Fulfill the lateral transfer requirements outlined in Section 13.6.6 of the Bhutan Civil Service Rules and Regulations (BCSR) 2023
  • Be free from any administrative charges or audit issues
  • Have no record of disciplinary actions
  • Possess at least two years of recent performance appraisals
  • Be able to submit all required documents on or before the deadline

  1. A formal application letter stating the preferred posting location
  2. An updated Curriculum Vitae (CV) generated from the ZESt system
  3. Copies of Performance Appraisal Reports for the financial years 2022–2023 and 2023–2024
  4. A valid Security Clearance Certificate
  5. A valid Audit Clearance Certificate
  6. A No Objection Certificate (NOC) from the current employing agency

Selection Process

All applications will be reviewed by the Human Resource Division of the Cabinet Secretariat. Only shortlisted candidates will be notified. The selection will follow the BCSR 2023 guidelines. Final postings will be based on both applicant preference and organizational requirements.
